REQUEST FOR EXPRESSIONS OF INTEREST China The GEF China Climate Technology Needs Assessment (TNA) Project Grant No.:TF012536 Assignment Title: Technology and its Environment and Economic Impact Assessment Model Development Reference No.: AMD-001 The People’s Republic of China has received financing from the World Bank toward the cost of the GEF China Climate Technology Needs Assessment (TNA) Project, and intends to apply part of the proceeds for consulting services. Objective of the assignment This assignment is to be implemented as part of the “Capacity Building to Support Climate Technology Networks” of the TNA, which will support the capacity building within NCSC, China on the energy models, modeling and policy assessment domains. It is planned to recruit a consulting entity, working on the conceptual and structural design, and initial adoption of a bottom-up energy technology mode, laying a foundation for future expansion and configuration by NCSC working team in the subsequent stages. This model can be potentially one of the central model tools of NCSC for the energy and climate policy related research and project works, and the property right is owned by NCSC. The Assignment would consist of three main components: Determination of the energy system model development strategy of NCSC and overall design of modeling framework to response to the needs of policy makers Standardization of the techno-economic attributes in various sectors collected by other sub-projects conducted in TNA, and building of the interface between input data and model tool Pursuing the capacity building within NSCS on the model structure, parameterization, scenario development and output processing Scope of Work Aiming the achievement of the overall objective of the assignment, the assignment is expected to be conducted in four packages, which build on each other, as described in the following: Package 1: Techno-economic parameters and data standardization Package 2: Review of current available model resource and model development Package 3: Intranet-based working platform design and implementation Package 4: Designing the training and exchange workshop on the database, model access, and collaboration etiquette. These four packages might be re-organized and subject to further change, but the contents mentioned above should be all covered in principle. The total budget for the assignment is 130 000 $, and the split across different package above shown in the sub-title (details for each category quota below). Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
