Assignment Title: Technology and its Environment and Economic Impact Assessment Model Development

Reference No.: AMD-001

The People’s Republic of China has received financing from the World Bank toward the cost of the GEF China Climate Technology Needs Assessment (TNA) Project, and intends to apply part of the proceeds for consulting services.

Objective of the assignment

This assignment is to be implemented as part of the “Capacity Building to Support Climate Technology Networks” of the TNA, which will support the capacity building within NCSC, China on the energy models, modeling and policy assessment domains. It is planned to recruit a consulting entity, working on the conceptual and structural design, and initial adoption of a bottom-up energy technology mode, laying a foundation for future expansion and configuration by NCSC working team in the subsequent stages. This model can be potentially one of the central model tools of NCSC for the energy and climate policy related research and project works, and the property right is owned by NCSC.


Detailed tasks 

 

The Assignment would consist of three main components:

  • Determination of the energy system model development strategy of NCSC and overall design of modeling framework to response to the needs of policy makers

  • Standardization of the techno-economic attributes in various sectors collected by other sub-projects conducted in TNA, and building of the interface between input data and model tool

  • Pursuing the capacity building within NSCS on the model structure, parameterization, scenario development and output processing

 

Scope of Work

Aiming the achievement of the overall objective of the assignment, the assignment is expected to be conducted in four packages, which build on each other, as described in the following:

 

     Package 1: Techno-economic parameters and data standardization

  • Analyze the key information identified from other sub-projects within TNA dedicated for sector-wide mitigation technology study
  • Design data structure covering all of the information and construct a protocol and data structure, used to build the technology database.

 

Package 2: Review of current available model resource and model development

  • Together with NCSC colleagues, determine the approach of NCSC model development strategy
  • Review the available model resource, including PECE, a model ever developed and used in RUC University, and explore the possibility to integrate them together
  • Design and implement a consulting workshop on the model need to make clear the demand of main stakeholders, especially the government bodies
  • Model structure design based on the demand of main stakeholders
  • Data interface and template design to connect the data and model together

 

    Package 3: Intranet-based working platform design and implementation

  • Depending on the strategic approach, design and implement the data, and model platform on the physical intranet platform
  • Design the team and tools for data processing, model development, model application and scenarios, and output processing
  • Initially adopting the model on the intranet platform, and facilitating the model expansion and development by NCSC group work in subsequent stages.

 

Package 4: Designing the training and exchange workshop on the database, model access, and collaboration etiquette.

  • Training workshop on the use of the date inquiry, model, and intranet system
  • Manual design and working etiquette for model development and file organization
  • Joint publication on model application and policy-relevant research

 

These four packages might be re-organized and subject to further change, but the contents mentioned above should be all covered in principle. The total budget for the assignment is 130 000 $, and the split across different package above shown in the sub-title (details for each category quota below).

 

Key Deliverables

  • Structured- and meta-data based materials on technology attributes in various sectors, especially on power, transport and energy-intensive sectors, acquired from other sub-projects within TNA.
  • Energy system model corresponding to the model development strategy, including its overall frame design and initial implementation.
  • An intranet-based energy system modeling working platform.
  • A manual containing the introduction of data access, model development and application, and working etiquette.
  • Capacity building design within NCSC on model usage and expansion, and modeling.


Contract duration: 7 months (December 2015 - June 2016)

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employmentof Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers [January 2011 edition] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Selection Based on the Consultants’ Qualifications (CQS) method set out in the Consultant Guidelines.
